Vów̋ Bâr Kēä (/ʌ̌m/ /bɑ̂ɜː/ [casual] [skirt]) is a subtropical Town located in the Voī̂mêē Region of the Confederation of Goblin Tribes.

The name Vów̋ Bâr Kēä is derived from the Goblin language, as Vów̋ Bâr Kēä was founded by Trêli G̈il Grè, who was culturaly Goblin.

Climate

Vów̋ Bâr Kēä has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing -1°C (31°F). Vów̋ Bâr Kēä receives an average of 304 cm/y (119 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Vów̋ Bâr Kēä covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3958 m (12985 ft) above sea level.

Overview

Vów̋ Bâr Kēä was founded durring the early 13th century in fall of the year 1236, by Trêli G̈il Grè. The establishment of Vów̋ Bâr Kēä was somewhat plagued by a lack of willing colonists, leading to Trêli G̈il Grè electing to pay people to resettle in Vów̋ Bâr Kēä.

Vów̋ Bâr Kēä was built using the conventions of Goblin durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Vów̋ Bâr Kēä is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Vów̋ Bâr Kēä is buildings are arranged within a network of crampt worn bedrock streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Vów̋ Bâr Kēä's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. Astonishigly, the monster and outlaw focused fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Vów̋ Bâr Kēä gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes.

Civic Infrastructure

Vów̋ Bâr Kēä has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Vów̋ Bâr Kēä.

Vów̋ Bâr Kēä has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Vów̋ Bâr Kēä has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Vów̋ Bâr Kēä has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Vów̋ Bâr Kēä's public wards, blessings, and other arcane systems.

Vów̋ Bâr Kēä has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Vów̋ Bâr Kēä has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Vów̋ Bâr Kēä's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

Due to the actions of local Kami, autumn is skipped in Vów̋ Bâr Kēä.

The Church Grim near Vów̋ Bâr Kēä are known to be almost tame, such that they can be put to domestic use.

Vów̋ Bâr Kēä's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Wild Magic energies of tier 3 via mimery.

History

In time immemorial, reportedly some time during the late 2nd century, Vów̋ Bâr Kēä was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Vów̋ Bâr Kēä lost 258 people, 335 livestock, and 21 buildings. The conflict ended after roughly 63, when members of Vów̋ Bâr Kēä's militia enacted an operation to fortify a particular fortification. The operation was complicated by the army being put into a position where they could only choose between two terrible options. The conflict ended with an assault and siege on the fortification, which ended in victory for Vów̋ Bâr Kēä's forces. The war is remembered in legend by Vów̋ Bâr Kēä's bards, historians, and legend keepers.
